Freelance Senior Business Analyst

We are seeking a skilled Freelance Information Systems Analyst for a public sector software implementation project in the field of taxation. The ideal candidate will be fluent in Lithuanian and English, hold a recognized qualification as an information systems analyst, and have experience in business process analysis.

As an Information Systems Analyst, you will:

• Analyze and optimize taxation business processes.
• Gather and document requirements with stakeholders.
• Develop system specifications and process diagrams.
• Facilitate workshops for stakeholder alignment.
• Support system development and implementation.
• Create clear documentation and user manuals.
• Collaborate on software testing and validation.
• Manage scope changes and update stakeholders.
• Report on project progress regularly.

What would make you a fit for the role:

• Degree in Computer Science, Software Engineering, or related field.
• Certification in information systems analysis (CBAP, ISA, CISA, etc.).
• Minimum 7 years of experience in business process analysis.
• Fluent in Lithuanian and English.
• Excellent analytical and problem-solving skills with attention to detail.
• Experience in information systems design, development methodologies, and modelling tools.
• Effective communicator with diverse stakeholders, including government officials and technical teams.
• Experience in managing project timelines, deliverables, and expectations.
• Knowledge of public sector operations and taxation systems is a plus.

Working Conditions:

• Based in Lithuania or willing to relocate.
• On-site work at government offices in Vilnius required.
