Cross-border health emergencies demand speed and precision. ATHINA — Advanced Technology for Health INtelligence and Action— provides near real-time data integration and predictive analytics, enabling European health authorities to detect emerging threats early and coordinate rapid responses.

The Challenge

The COVID-19 pandemic exposed critical gaps in Europe’s crisis response capabilities. Fragmented data, delays in mobilising medical supplies, and disrupted supply chains led to severe shortages. To address these issues, the EU established the Health Emergency Preparedness and Response Authority (HERA) to improve response times and coordination in health emergencies. 

In 2023, EU4Health launched a tender for ATHINA—the IT backbone of HERA—to create a unified, resilient infrastructure for future health crises. In early 2024, we were awarded the contract as part of a consortium led by NTT DATA. 

Managed by the European Health and Digital Executive Agency (HaDEA), ATHINA is a key project under EU4Health.

With a budget of €38.3 million and a target completion in 2026, it aims to provide faster, more coordinated responses to future health crises—reflecting a shared commitment to creating a safer and more resilient Europe.

As more of the world's population lives in dense cities like Athens, ATHINA’s advanced health intelligence and emergency preparedness measures grow ever more essential.

Solution 

ATHINA consolidates health data from EU agencies, member states, manufacturers, and global health organisations, enabling HERA to detect early signals of health threats and manage medical countermeasure (MCM) supplies before they escalate into crises. 

Built around six core modules, ATHINA offers a comprehensive platform for health emergency management. 

Together, these modules empower decision-makers to act quickly and efficiently, supporting both preparedness and crisis phases, with robust security and compliance frameworks ensuring scalability and adaptability as health threats evolve.
